Below are the steps on how to add admin privileges to a recruiter –

Settings >> Users >> Recruiters >> Find the recruiter you want to give the admin privileges to >> Cog Icon >> Add admin privileges.

(By default, if you add a new recruiter user, the role is “Recruiter”. Check the article here on the difference between an Admin and a recruiter).
